CITY COMMISSION MINUTES

MONDAY, SEPTEMBER 18, 2006

5:35 P.M.

HIAWATHA CITY HALL

1.      Pledge of Allegiance/ Call to Order

The Hiawatha City Commission met in regular session on Monday, September 18, 2006 at City Hall with Commissioner Collins as Acting Mayor, Commissioner Shamburg, Commissioner Schmitt, and Commissioner Gamble present. Mayor Gernon was absent.

2.      Approval of minutes of the September 11, 2006 City Commission meeting.

Commissioner Schmitt made a motion, seconded by Commissioner Shamburg, to approve the minutes of the September 11, 2006 meeting as presented. Motion carried, 4 ayes.

3.      Presentation of petitions, public comments, memorials.

Hiawatha High School Request for Red and Blue Day, 2006 Proclamation.

Acting Mayor Collins presented the Red and Blue Day, 2006 Proclamation. A photo was taken with the Hiawatha High School cheerleaders and Acting Mayor Collins.

      Old Business

4.      Approval of Fire Department Website Appropriation.

City Administrator Lynne Ladner reminded the Commission that as discussed previously Mark Adcock has developed the content for a website dedicated to the Hiawatha Volunteer Fire Department. Mr. Adcock had agreed to sell the content of the site to the City for the sum of $500. The information will then be brought in house and the content updated and controlled by the website administrator, currently the City Administrator. She presented an appropriation to pay Adcock for the website.

Commissioner Shamburg made a motion, seconded by Commissioner Gamble, to approve an appropriation of $500 to Mark Adcock for the development of the Hiawatha Volunteer Fire Department Website. Motion carried, 4 ayes.

New Business

5.      Rance Hixson, Hiawatha Kiwanis, Request to Refurbish the Kiwanis Shelter House at the Hiawatha Lake.

Rance Hixson told the Commission that the Kiwanis had looked over the Kiwanis Shelter House and that while the roof and floor were in satisfactory condition, it needed to be painted. He said that the Kiwanis Club offered to do the work and supervise if the City would furnish the paint. He estimated the cost of the paint to be approximately $100.

Commissioner Schmitt made a motion, seconded by Commissioner Shamburg, to approve the request for the Hiawatha Kiwanis Club to paint the Kiwanis shelter house at the Hiawatha City Lake, and for the City to furnish the paint at a cost of approximately $100, to be funded from the parks fund miscellaneous supplies line item. Motion carried, 4 ayes.

6.      Discuss Halloween Open House Appropriation.

City Administrator Lynne Ladner explained that normally the City Hall has an open house for Halloween. Past City Hall participation has varied some from serving lunch style items from noon to 3:00 p.m. with finger foods after the parade with all staff in costume and significant effort and cost spent to fully participate in the festivities.

City Administrator Ladner suggested that for 2006, the City Hall would be decorated tastefully with an autumn theme and provide small baked goods to all visitors from 3:00 p.m. to 5:00 p.m. on Halloween. The office staff has agreed to provide the baked goods. They would like for the Commission to approve an appropriation of approximately $500 which would be used for costs associated with the participation in the Halloween festivities.

Commissioner Shamburg made a motion, seconded by Commissioner Gamble, to approve an appropriation of up to $500 to be spent by Administration for costs associated with participation in the Halloween festivities. Motion carried, 4 ayes.

7.      CONSENT AGENDA

a.       Payroll Appropriation #1066 in the amount of $38,344.11.

b.       Approval of Utility Refunds in the amount of $400.07.

c.       Approval of an Electrical License for T. D. Electric.

Commissioner Schmitt made a motion, seconded by Commissioner Gamble, to approve the consent agenda as presented. Motion carried, 4 ayes.

8.      Lynne Ladner, City Administrator.

City Administrator Ladner told the Commission that the Homecoming Parade on Friday, September 22, will go down Utah Street.

She also reminded the Commission that Veterans Day was on a Saturday this year. She said that she had spoken with the Brown County Commissioners and they had said the County would be taking Friday, November 10 as the holiday. She recommended that the City take the same day.

City Admnistrator Ladner informed the Commission that Tom Armour was here to help go over the 2006 budget and prepare any transfers that needed to be sent to the State.

Commissioner Shamburg made a motion, seconded by Commissioner Gamble, to adjourn. Motion carried, 4 ayes. Meeting adjourned at 5:56 p.m.
